This is a very well-stated question.
The answer is YES. It is possible to be treated with BOTOX and be able to raise your eyebrows.
However, be aware - Results with Botox are highly technique-dependent. Look for a Board Certified Dermatologist with a lot of experience injecting Botox. Consult in person with the Dermatologist and and express your concerns and expectations prior to treatment.

There should be no problem injecting filler into your face. The injection of dermal fillers is highly technique-dependent. Treatment should only be done by an experienced Cosmetic Board Certified Board Certified Dermatologist.

Yes. An experienced Cosmetic Board Certified Dermatologist can do a brow lift with Botox injected into the correct location.
However, you must beware. The successful injection of Botox is very technique-dependent. An inexperienced injector may cause an eyebrow ptosis, causing your eyebrows to drop down.

It depends on how much lift you need. I would recommend beginning with Botox to relax the muscle, to lift the brow 1 - 2 mm.
If you want additional lift, you could add a dermal filler, as well.
