When performed well on appropriate candidates, FUE procedures look very natural. The transplanted follicles should be permanent. However, you will most likely continue to have at least some hair loss. Usually secondary procedures are to address this continued hair loss.

This is a difficult question to answer. First of all, it would be helpful to know your age and the history of hair loss in the males of your family. The younger you are and the more hair loss in your family, the less likely you are to benefit long term from FUE. Secondly, it is important to know your goals. The feasability of an FUE procedure will depend in part on how low of a hair line you want and the density you are looking for.
Does a beard hair transplant leave any scarring?

FUE procedures are popular because they don't leave the linear scar of the FUT ("strip") procedure. However, there are small (usually about 1mm) circular scars where the grafts are taken. If the donor units are carefully selected and you have reasonable beard density, you could probably disguise the donor scars as long as you wear a beard. However, they would likely be visible if you were to shave your beard.
My scalp, where there is no hair (the crown only) has quite bad sun damage. Can I still have hair

You are doing the right thing by taking steps to slow the hair loss. Given the amount of loss that you have now, it is very difficult to predict how much loss you will have at the age of 30. One indicator may be the hair loss patterns of the men in your family (both maternal and paternal sides).
Will the hair in the FUE donor area grow back again?

The donor area follicles are removed and transplanted to other areas of the scalp. Although follicles continue to generate new hairs as hair falls out, follicles do not regenerate. This is why it is crucial not to over-harvest the follices. I would think as the hair in the photo grows, you will not have visible bald spots in the donor area.
Is Rogaine use necessary for good hair transplant results?

Rogaine is often recommended as a compliment to hair transplants in men because it can slow the progression of hair loss around the transplanted follicles. In women, Rogaine can be used to reduce the risk of telogen effluvium ("shock loss"). Telogen effluvium is the loss of pre-existing hairs when follicles are transplanted too close to them. This is more common in women but is still rare and temporary.
So, you should still be able to have a good result if you are unable to use Rogaine.

Yes, 3500 grafts should be enough to provide reasonable density in the areas of loss. The question I have for you is what will you do to slow the progression of loss of the hair you have today? Make sure that you speak to your surgeon about a regimen to maintain your hair. I am VERY cautious about performing hair transplants on patients in their 20's because of the likelihood of loss of the native (not transplanted) hair over time. Although it takes up to a full year to know the final result of an FUE procedure, my best guess is that you will likely benefit from a second procedure. I tell my patients with comparable loss that they will likely need at least two procedures if they want reasonable denisty.

Do you like to wear your hair pulled back? If so, this could be traction alopecia - hair loss from tension placed on the follicles. I would want to examine you before performing a transplant, but my guess is that 500-750 grafts would fill this area nicely.

In order to get a better answer, you would benefit from a consultation. Your age and family history of hair loss are both important in trying to determine how much hair loss you may continue to experience over time. I would also want to discuss your hairline design with you. Without being able to discuss these things with you or examine you, I would guess you could fill the area you have drawn with 800 - 1000 grafts.

Yes, this is an area that should do well with a hair transplant, as long as you have good donor hair. You would need an examination to determine the vascularity of the area and the number of grafts needed.
Canthopexy and dry eye?

I would need to see you in person to determine if a canthopexy would help your condition, but it often can help dry eye after blepharopalsty.  If the punctal plugs did help initially and are no longer helping, it is possible that they could have fallen out.  You might see your ophthalmologist to see if you would benefit from having plugs placed again.
