In my opinion, if you did not want to go for a surgical route, there is definitely some things you can do will injectable therapy.
Based on the appearance of your jowls it is possible you would benefit from Kybella first to reduce some of the volume of the jowl fat pads. After that, if the volume is down enough, then radiofrequency treatments to re-tighten the skin may be the next step. Once the skin is tight again then fillers would be an option to smooth out whatever contours are left…

I would recommend a fractional non-ablative laser such as the Icon 1540 with the XD handpiece. The sooner you treat stretch marks or scars from when they form the better result you will get.

It is difficult to say if this is melasma or not, but, you will likely need a multi-modality treatment. The IPL may have worsened it if the settings used were incorrect. Or it may have also caused increased inflammation leading to more darkening. In my opinion you would likely benefit from hydroquinone based topicals and then adding a fractional picosecond laser.

In my opinion you would get a very good result with 2-3 sessions of a high potency IPL such as the Icon platform with MaxY handpiece. Otherwise a fractional laser would likely improve both the tone (color) but also rejuvenate the texture.

You are very young, I would recommend with a few treatments with a radiofrequency device. It will stimulate your body to reproduce it’s own elastin. Start with 3-5 treatments and see where you end up.
If that isn’t enough then next step would be to reflate volume with HA fillers.

Depending on what you are looking for, either radiofrequency treatments or fractional lasers may help. I would stay away from IPL for sure.
If all you need is skin tightening, then radiofrequency has NO risk of harm regardless of skin type. If you want more resurfacing then a picosecond laser such as PicoSure would be the safest for you.

Unfortunately it is impossible to tell how skin will react with everyone. In general, though, I would recommend trying lighter energy levels first to ensure you understand the treatment and see how your skin reacts to the treatments. It may be that only a couple “lighter” sessions is all you need and you won’t have to go through the extended downtime with a “deep” session.
