I believe you may want to try CO2 fractional laser. It is very effective for the types of scars you have, and your skin type, (fair), is ideal as you would be at low risk for hyper-pigmentation. Radiotherapy,(low dose superficial), has been shown to greatly reduce the recurrence of keloids. It must be done immediately after excision, so you need to have the doctor that excises the keloid have your referral set up before surgery. Typically it is 3 doses in 3 days, the first being the day of surgery. Find a Plastic Surgeon familiar with this regimen and they should be able to arrange it for you. It can be treated with 100% Trichloroacetic Acid applied with a toothpick, (by a medical professional ONLY), to convert it to a more shallow scar that can be treated with dermabrasion or laser resurfacing.
