Botox for the forehead affects a muscle called the Frontalis.  This muscle is largely responsible for the "resting" position of your eyebrows. Therefore, affecting the ability of the forehead to contract by injecting Botox can certainly have an effect on the resting position of the eyebrows.

Everyone's forehead is different.  An expert injector will assess the size and shape of the frontalis muscle which is responsible for creating forehead wrinkles.  The site of injection and volume injected will affect how the forehead is "frozen".  Your injection points were likely too low, which is why you still have wrinkles on the top of the forehead.
