Depending on age and laxity of the eyelids its not just the amount of units but also the placement of the botox.
If forehead is being treated without treating the frown between the brows (glabella) that also could cause a droopy brow.
Everyone is individual, so 15 units may be a lot. Using botox to shape brows is a combination between science and art.
