It’s often difficult to make an assessment from photos but I would be surprised if you have significant fat that would benefit from liposuction and your platysma muscle is likely fine. I don’t think either of those procedures would accomplish your goals. I would be more interested in seeing your dental occlusion. I think you probably have a Skeletal Class II Malocclusion.
