The problem is, as you described, is an over-active muscle. Surgery will not fix this problem. Botox is a muscle relaxant, it is the best solution for you.
Whilst it is not a permanent solution, the results are extremely good, the procedure is quick and inexpensive (compared to surgery) and there is no resultant scarring, which would be unavoidable if surgery were to be performed.
