The reason that you look tired and fatigued is that you have bulging of the lower eyelid pat pads.  This can be permanently corrected with a lower eyelid blepharoplasty.  In this procedure, the excess/ bulging fat is removed from an incision on the inside of the lower eyelids.  Blepharoplasty is the 3rd most common cosmetic surgical procedure in women in the US fyi.

Thanks for posting your question.  The under eye puffiness/ bags are caused by herniation of the lower eyelid fat pads.  This can be permanently corrected with a lower eyelid blepharoplasty.  The bulging/ excess fat pads are removed and/or repositioned from a small incision on the inside of the lower eyelids.  Blepharoplasty is the 2nd most common cosmetic surgical procedure among men in the U.S. fyi.

Thank you for your question.  Skin resurfacing with CO2 laser or chemical peel would address the fine lines/wrinkles in the lower eyelids.  There is mild bulging of the lower eyelid fat pads.  Although the "gold standard" treatment is a lower eyelid blepharoplasty, the judicious use of dermal fillers may suffice by camouflaging the bulges.  This would create a natural, clean contour resulting in a youthful, well rested appearance.

Your photos clearly show lower eyelid bulges.  The main cause is bulging of the lower eyelid fat pads.  This can be corrected with a procedure called "lower eyelid blepharoplasty".  In this procedure, the bulging fat is removed from a small incision created on the inside of the lower eyelid, leaving you with a smooth, well-rested appearance.  
I get an eye bag when I smile under my left eye. Can this be fixed with a filler or do I need surgery?
