First question I would have to ask is if you have had any trauma to your eyelid?
It seems that you may have ptosis which is a result of trauma. There is loosening of the levator muscle.
The treatment is to minimally resect the levator to tigthen it up.
To treat the excess skin, it will require microquartering of the underlying muscle and a minimal resection of excess skin. (skin technique)
