Thank you for including a photograph! Although, a photograph is very helpful, it is difficult to give an exact answer. But, with your skin tone and age, the crepiness of your lower eyelid skin could probably be nearly eradicated with CO2 laser treatment. The great news is that you have NOT burned any bridges with your prior laser treatments! From that perspective, you would be a candidate for a facelift.
