Thank you for your question and photos. A good rule of thumb is to press on the upper eyelids with a cotton-tip or the tip of your finger. If the bags bulge out more, they most likely consist of fat. If they do not move, they most likely consist of fluid. In general, blepharoplasty surgery is more helpful in correcting bags that are due to fat instead of fluid.
